Helping You Prepare For The New Move Update Requirements
To help mailers make informed decisions as to which Move Update method works best for their business, a series of
articles will be featured in the PCC Insider, beginning with the Post-Mailing methods Ancillary Service Endorsements,
ACS™ and OneCode ACS™ services.
The Move Update standards provide options for customers to reduce the number of mailpieces that require
forwarding, return or being treated as waste by periodically matching address records with customer-filed change-of-
address orders.
The U.S. Postal Service®
makes the following Move Update options available to help meet the needs of mailers at
reasonable costs. Each mailer may need to experiment with several options to determine the most effective method or
combination of methods to update addresses in different mailing situations.

Only)
Ancillary Service Endorsements are one method of meeting Move Update requirements. When a mailpiece is
undeliverable-as-addressed, the endorsement instructs the Postal Service as to how the mailer wants the mailpiece
handled.
Here are some principles and tips to help you choose the right Ancillary Service Endorsement for your mailing needs.
Change Service Requested
Change Service Requested provides you with the new address or the reason why the mailpiece could not be
delivered. The mailpiece is not returned.
This endorsement is practical for mailers who want to keep their address databases current by receiving the new
address information or the reason for non-delivery back but do not need the piece returned.
There are two options available under this endorsement:
Option 1(available for all mail classes)
In all cases, regardless of whether a change-of-address order is on file:
o Separate notice of new address or reason for nondelivery provided to mailer. All Undeliverable-as-Addressed
mailpieces are disposed of by USPS; address correction fee charged.

Option 2 (First-Class Mail Only)
If no change-of-address order on file:
o Separate notice of reason for nondelivery provided to mailer; mailpieces are disposed of by USPS; address
correction fee charged.
If change-of-address order on file
o Months 1 through 12: Mailpiece forwarded (no charge), separate notice of new address provided (address
correction fee charged).
o Months 13 through 18: Mailpiece disposed of by USPS, separate notice of new address provided (address
correction fee charged)
o After month 18: Mailpiece disposed of by USPS, separate notice of reason for nondelivery provided (address
correction fee charged).
“Change Service Requested” has limitations and is sometimes prohibited.
Restrictions For Options 1 and 2
1. This endorsement is limited to use on valid mailpieces bearing a proper ACS participant code and only
for: (a) Priority Mail®
containing perishable matter (other than live animals) and the marking “Perishable”
and; (b) First-Class Mail (excluding hazardous materials).
2. Delivery Confirmation and Signature Confirmation are the only extra services permitted with this
endorsement.
The exceptional address format under DMM®
602.3.0 may not be used on mail with any ancillary service endorsement
or mail with any extra service. Examples are “Jane Doe or Current Resident”, or “Current – Occupant or Jane Doe”
(DMM 602.3.0A0).
The endorsement “Change Service Requested” is not permitted for Standard Mail®
containing hazardous materials
under DMM 601.10.0. Standard Mail containing hazardous material must bear the endorsement “Address Service
Requested,” Forwarding Service Requested,” or "Return Service Requested."
Change Service Requested is a smart choice if you use Standard Mail service. You can keep your address files up to
date without having to deal with returned mailpieces, and the only charge is for the address correction notices
themselves. You never have to worry about weighted fee for the returned pieces
Return Service Requested
Return Service Requested is the endorsement to use when you always want the mailpiece back. UAA mailpieces are
returned with a new address or the reason for non-delivery. This endorsement does not provide forwarding, only
return.
o First-Class Mail – No Charge
o Priority Mail – No Charge
o Standard Mail – Appropriate single-piece First-Class Mail or Priority Mail price charged
Address Service Requested
Address Service Requested provides forwarding and return service, as well as a separate notice of the new address,
which helps you mail to the new address the next time you mail. It is available to all classes of mail.

Option 1
If no change-of-address order on file:
o Piece returned with reason for non-delivery attached – no charge
If change-of-address order on file:
o Months 1 – 12: mailpiece is forwarded (no charge); a separate notice of the new address is
provided; an address correction fee is charged.
o Months 13 – 18: the mailpiece is returned with the new address attached (no charge).
o After month 18 or if undeliverable: the mailpiece is returned with reason for non-delivery attached
(no charge).
The new address is no longer available after 18 months has passed.
Option 2
If no change-of-address order on file:
o Piece returned with reason for non-delivery attached (no charge); separate notice of reason for non-
delivery provided (address correction fee charged).
If change-of-address order on file:
o Months 1 – 12: mailpiece is forwarded (no charge); a separate notice of the new address is
provided; an address correction fee is charged.
o Months 13 – 18: mailpiece is returned with the new address attached (no charge); a separate notice
of the new address provided; an address correction fee is charged.
o After month 18: mailpiece is returned with reason for non-delivery attached (no charge); a separate
notice of reason for non-delivery provided; address correction fee charged.
Temp–Return Service Requested
(Valid for First-Class Mail only)
With Temp-Return Service Requested, if no change-of-address order is on file, the mailpiece is returned with reason
for non-delivery (no charge). If permanent change-of-address order is on file, the mailpiece is returned with the new
address or reason for non-delivery attached. If temporary change-of-address order is on file, the mailpiece is
forwarded to temporary address (no charge); no separate notice of temporary address is provided.
When in doubt about which ancillary service endorsement to use on your mailing, first asks yourself this question: How
do I want undeliverable-as-addressed mailpieces handled? The right ancillary endorsement can provide change-of-
address information and indicate how you want the Postal Service to handle the piece of mail if it is undeliverable-as-
addressed (UAA). Use the correct ancillary service endorsement from the start to be absolutely sure that the Postal
Service will treat your mail as you wish.
