    6. Why is it taking so long to build the rest of our park?!
    7. THE GOOD NEWS  The CSD has $1,020,000 of Park Impact Fees to build the 2nd phase of Van Doren Park .  The project is included in the District’s 2009-2014 Capital Improvement Program (CIP)
    8. THE NOT-SO-GOOD NEWS  The CSD does not yet own the park site.  Landscape and Lighting (L&L) assessments pay for park maintenance. Current L&L assessments are not enough to maintain Van Doren Park Phase II.  It would be fiscally irresponsible of the CSD to proceed with the construction of a park that they cannot afford to maintain.  Park development funds cannot be used for maintenance costs.
    9. HOW DID THIS HAPPEN?  Proposition 218 was passed by the voters of California in 1996.  The proposition prohibits raising assessments at a rate that exceeds the CPI (Consumer Price Index) without a balloted vote.  The assessment rate is 11 years old. Rates were determined prior to build out of the benefit zone and before Britschgi Ranch was a subdivision. There was no method for anticipating future parks.  In the last 11 years, maintenance costs have risen at a rate that has exceeded the CPI, typically 2 – 4%, and the District cannot assume the maintenance of new parkland with the current available funding.
    10. WHAT ARE OUR OPTIONS? OPTION #1 The ‘do nothing’ option - do not build the park.
    11. OPTION #2  The CSD is asking property owners in your area to vote on a new park maintenance assessment. Ballots were mailed on May 1.  If passed, maintenance funding would be available for this park and other parks in the area.  Passing this measure would allow design staff to proceed with preparation of construction documents.
    12.  The Central Elk Grove Assessment will be $79 annually or about $7 per month.  Ballots were mailed May 1 and must be returned by June 17  51% of the returned ballots must vote ‘yes’ on this measure for passage.  If this measure fails, Van Doren Park – Phase II will be postponed indefinitely. Basic Park Elements The designated park elements for Van Doren Park – Phase II per the CSD Parks and Recreation Master Plan and the Capital Improvement Program (CIP) are:  Playground  Picnic Area  Shade Structure  Landscape Improvements Additional park elements will be included in the design if the budget allows.
