  6. 6. THE GOOD NEWS <ul><li>The CSD has $710,000 of Park Impact Fees to build </li></ul><ul><li>Park Site B – Sheldon Place </li></ul>
  7. 7. <ul><li>Park development funds cannot be used for maintenance costs. </li></ul><ul><li>It would be fiscally irresponsible of the CSD to proceed with the </li></ul><ul><li>construction of a park that they cannot afford to maintain. </li></ul>THE NOT-SO-GOOD NEWS <ul><li>The CSD does not yet own the park site. </li></ul><ul><li>Landscape and Lighting (L&L) assessments pay for park </li></ul><ul><li>maintenance. Current L&L assessments are not enough to </li></ul><ul><li>maintain Park Site B – Sheldon Place. </li></ul>
  8. 8. <ul><li>Proposition 218 was passed by the voters of California in 1996. </li></ul><ul><li>In the last 11 years, maintenance costs have risen at a rate that </li></ul><ul><li>has exceeded the CPI, typically 2 – 4%, and the District cannot </li></ul><ul><li>assume the maintenance of new parkland with the current </li></ul><ul><li>available funding. </li></ul><ul><li>The proposition prohibits raising assessments at a rate that </li></ul><ul><li>exceeds the CPI (Consumer Price Index) without a balloted vote. </li></ul>HOW DID THIS HAPPEN? <ul><li>The assessment rate is 11 years old. Rates were determined prior </li></ul><ul><li>to build out of the benefit zone and before Sheldon Place was a </li></ul><ul><li>subdivision. There was no method for anticipating future parks. </li></ul>

OPTION #2 <ul><li>The CSD is asking property owners in your area to vote on a new </li></ul><ul><li>park maintenance assessment. </li></ul><ul><li>Passing this measure would allow CSD design staff to proceed </li></ul><ul><li>with preparation of construction documents. </li></ul><ul><li>If passed, maintenance funding would be available for this park </li></ul><ul><li>and other parks in the area. </li></ul>

PARK SITE B – SHELDON PLACE CONCEPTUAL MASTER PLAN <ul><li>The Elk Grove West </li></ul><ul><li>Vineyard Park Assessment </li></ul><ul><li>will be $96 annually or </li></ul><ul><li>about $8 per month. </li></ul><ul><li>51% of the returned ballots </li></ul><ul><li>must vote ‘yes’ on this </li></ul><ul><li>measure for passage. </li></ul><ul><li>Ballots arrived </li></ul><ul><li>May 1 and must be </li></ul><ul><li>returned by June 17 </li></ul><ul><li>If this measure fails, the construction of Park Site B – Sheldon </li></ul><ul><li>Place will be postponed indefinitely. </li></ul>
