PARK SITE B – SHELDON PLACE COMMUNITY WORKSHOP
  • 5. Why is it taking so long to build the rest of our park?!
  • 6. THE GOOD NEWS
    • The CSD has $710,000 of Park Impact Fees to build
    • Park Site B – Sheldon Place
  • 7.
    • Park development funds cannot be used for maintenance costs.
    • It would be fiscally irresponsible of the CSD to proceed with the
    • construction of a park that they cannot afford to maintain.
    THE NOT-SO-GOOD NEWS
    • The CSD does not yet own the park site.
    • Landscape and Lighting (L&L) assessments pay for park
    • maintenance. Current L&L assessments are not enough to
    • maintain Park Site B – Sheldon Place.
  • 8.
    • Proposition 218 was passed by the voters of California in 1996.
    • In the last 11 years, maintenance costs have risen at a rate that
    • has exceeded the CPI, typically 2 – 4%, and the District cannot
    • assume the maintenance of new parkland with the current
    • available funding.
    • The proposition prohibits raising assessments at a rate that
    • exceeds the CPI (Consumer Price Index) without a balloted vote.
    HOW DID THIS HAPPEN?
    • The assessment rate is 11 years old. Rates were determined prior
    • to build out of the benefit zone and before Sheldon Place was a
    • subdivision. There was no method for anticipating future parks.
  • 9. WHAT ARE OUR OPTIONS?
  • 10. OPTION #1 The ‘do nothing’ option - do not build the park.
  • 11. OPTION #2
    • The CSD is asking property owners in your area to vote on a new
    • park maintenance assessment.
    • Passing this measure would allow CSD design staff to proceed
    • with preparation of construction documents.
    • If passed, maintenance funding would be available for this park
    • and other parks in the area.
  • 12. PARK SITE B – SHELDON PLACE CONCEPTUAL MASTER PLAN
    • The Elk Grove West
    • Vineyard Park Assessment
    • will be $96 annually or
    • about $8 per month.
    • 51% of the returned ballots
    • must vote ‘yes’ on this
    • measure for passage.
    • Ballots arrived
    • May 1 and must be
    • returned by June 17
    • If this measure fails, the construction of Park Site B – Sheldon
    • Place will be postponed indefinitely.
