The pathway shall be designed to include 10 feet ofpavement, a minimum of two feet of unobstructed clear space on bothsides of the paving, and safety fencing as deemed necessary by theCity. Where the site is physically constrained, the pavement widthmay be reduced to eight feet and the clear space on each sidereduced to one foot minimum.3.1 and 4.1: The size of Lowe’s building shall be revised . . .Add the sentence: Where the site is physically constrained, thepavement width may be reduced to eight feet and the clear spaceon each side reduced to one foot minimum.

Sidewalk on theeast side of the street may be attached to the curb in order to minimizeimpacts on the adjoining building.•Number of lanes in each direction shall be a function of theProgression Analysis to be performed by Lowe’s traffic engineer.•Dual northbound through lanes . . . .•One southbound lane at the Pacific . . .•Separate southbound left and through lanes . . . .•On street bike lanes in each direction.

All required ODOT approvals and permits will still need to beacquired prior to issuance of a building permit. The applicant maychoose to construct the Oak Street extension and receive a creditfrom the Assessment District for those improvements.•.

Lowe’s of Albany, Oregon ALBANY CITY COUNCIL , December 9, 2009Site Plan Review Conditions (Page 38)5.5 To mediate the impact of the exterior lighting on the area residences,all lighting shall be high-pressure sodium fixtures with a maximum of450 watts. the applicant shall provide a photometric diagramshowing the light levels at the perimeter of the site complies with theAlbany Development Code. Overall height of pole lighting shall be notmore than 28 38 feet. Before permits are issued, the applicant shallprovide a photometric diagram of the site showing the areas of lightcast by on-site light fixtures. All lighting fixtures must include full cut-offshields that are oriented parallel to the adjacent ground. Angling the lightfixtures is not allowed as it creates glare.
