  2. 2. Section 42.041 of State Code Compliance: • According to 42.041 (b)(14): Services provided by the City of College Station Parks and Recreation Department meet all exemptions to the legislation • Must be evidenced through an approved Standard of Care Ordinance
  3. 3. Proposed Ordinance Applies to: • Elementary age (ages 5 through 13) recreation programs • Specifically Parks and Recreation • Lincoln Recreation Center • Southwood Community Center • After-school and summer programming
  4. 4. Draft of Ordinance Modeled after City of Addison: • Similar programming and structure • Approved in April 2013
  5. 5. Focus of Ordinance Specific to Parks and Recreation: • Staffing responsibilities – designate hierarchy • Ratios – better than industry standards – Standard = <20 youth – 1 staff – CSPARD = 15–1 @ Lincoln Rec. Center; 10-1 @ SWCC (ratio depends on age, location, and activity) • Training and Discipline – updating current staff and parent manuals
  6. 6. Standard of Care Awareness Once approved: • Published on website • Posted and available in Parks and Recreation facilities and Rec-Trac • Distributed to all program participants
