  • Primary Education Budget Breakup 2014-15 Virtual Edu., 12.62 English Training, 1.78 Comp& Internet, 2.38 Repair Buldngs, 266.34 Grants to Aided Schools, 466 School Kit, 100 Supplmentary Food, 84 Housekeeping, 48.28 Others, 34
  • BUDGETS FOR PRIMARY EDUCATION HAVE TRIPLED IN LAST 5 to 6 YEARS FROM RS.800+ CRORES TO ALMOST RS.2500 CRORES BUT NUMBER OF CHILDREN HAVE DWINDLED FROM MORE THAN 5 LAKHS TO LESS THAN 4 LAKHS DURING THE SAME PERIOD BUDGET TREND & PARADOX

  • •CACR -Citizens Association for Child Rights is a section 25 non profit organisation which is a collective of like minded Citizens, Activists, ALMS, Community centres, etc. that has been primarily focusing on improvement in functioning and quality of education by direct participation in BMC schools.   • How do we help? www.ngocacr.com • Increasing public awareness- By talking to the community ,parents, volunteers, Rotarians, Educationalist, etc • Create accountability –By visiting neighborhood Municipal schools to observe the progress & problems • Helping the department to implement RTE act, activate Virtual Classrooms & Technical projects • Increasing enrollment of students in Municipal Schools by enrollment Drives in slum pockets 12

  • 14 Free and Compulsory Education up to Class VIII as per RTE Act
  • RTE Act says… • The RTE Act, which was passed in 2010, but it has taken more than 3 years now to ensure proper implementation of the same. • 25% reservation in ALL schools for EWS – economically weaker section students • The SMC –School Managing committee involving the participation all such stakeholders 15
  • Free and compulsory education for 6 to 14 years is mentioned in the Act….. BUT What about QUALITY of education? What after 8th Standard? Where does the poor child go?

  • Financial incentive for students • Rupees 2500 Fixed deposit to girl students is given when they pass out of VII standard • It income can be enchased in the next 5 years when they reach XII standard.
  • Scholarship programme and exams Scholarship exams are for children enrolled in class 4th and class 7th
  • Health check up every 2 years and free treatment for major and minor illnesses
  • Computer Literacy Program with IITB
  • Virtual Classroom teaching-- introduced in more than 400 schools

  • Semi English Training Since the demand for English medium schools is increasing , BMC has started Semi English classes as a pilot project this year About 2400 BMC school teachers will be trained by the British Council this year and this will continue for the next four years. Effectively 9600 teachers out of the 12,000+ teachers will be trained. © CITIZENS ASSOCIATION FOR CHILD RIGHTS 32

  • With so MANY FACLITIES Why can’t we make OUR public schools ..like they used to be… A common school for all?
  • Together we can make a CHANGE “Every child in school and learning”- should be the motto and it is responsibility of not only the authorities of the Education Department, but also all schools, NGOs, civil society, etc. should participate and ensure proper implementation of this Act.
