中華白海豚保育的重點考量 1. 生殖率，特別低。族群衰敗容易，成長難。 2. 喜愛棲息近岸淺水，容易受來自海岸開發和陸地污染的傷害。 3. IUCN 宣告中華白海豚為 CR (critical endangered) (非常瀕危)。再下個等級，就是滅絕 (extinct)。 4. 容易被切割成小族群。台灣附近海域至尐可區分為三個族群(香港、廈門與台灣)。台灣的族群已出現型態特質差異。 5. 台灣的族群，總數可能只剩不到百隻，且顯現有被切割為南北兩亞族群的情況。 8

大城海埔地工業專用港開發計畫白海豚出現範圍： • 離岸0.1公里至5.9公里 • 平均是3.24 + 0.37公里 • n=14 9

大城海埔地工業區及專用港計劃 • 海埔地，填海造地，且增設隔離緩衝帶。 – 離岸 0.8 - 3.4公里 – 彰濱和麥寮，離岸0.20 - 0.25公里 • 白海豚出現範圍： – 離岸0.1公里至5.9公里 – 平均是3.24 + 0.37公里 ( n=14) • 超過4,000公頃之大規模填海造陸，造港。位置是在白海豚棲息活動的通道。 10

疑問 ( I ) • 這本報告書封面日期是，民國98年5月。 – 民國98年5月，這個日期是否正確？ – 調查期間是民國98年3月至10月？怎麼可能還沒有調查結束，就有結果可報告？ 12

疑問( II ) ：調查方法與統計 1. 每趟一條近岸，加一條離岸A或B。近岸有 54趟次，離岸A有12趟次，離岸B有9趟次。 – 疑問：離岸A和B，加總只有21趟次 (12+9=21)，尐了33趟次(54 – 21 = 33)？海象不佳？追蹤海豚？各有多尐次？相關資料？ 2. 海上調查，近岸54趟，離岸A有12趟，離岸B有9趟，總計有75趟。總時數231.72小時，平均每趟4.07小時。 – 疑問：我計算出來的是平均每趟3.09小時 (231.72 / 75 = 3.09)，倘若是以54趟計算，是 4.29小時。文中，4.07小時是如何計算出來？ 13

疑問( VI )：沒有依據，如何推測？ • 阻絕影響，推測白海豚南北遷移不至於造成阻斷之影響。 – 疑問：這樣的推測有何依據？ – 疑問：如何解釋中華白海豚分布的局限？為何不向南遷移到七股以南？或是向北遷移？ • 未來將嘗試透過行為訓練引導動物穿越彰化海域，以確保南北交流，不致中斷。 – 疑問：行為訓練，請提供依據？是否有範例？如此可做到？ 17

疑問( VII )：保育措施 1. 族群生態監督與研究 2. 減緩 3. 調適 4. 化設海洋保護區 5. 教育推廣 • 疑問：是否有任何學理，或文獻依據？ • 疑問：第1項和第2項，只要研究？第3項，是要試驗？同樣也是要研究？第4項MPA範疇與定義尚未明朗，所以也需要研究？最後第5項，還是要由專家學者來研擬規劃？只要研究，就可保育非常瀕危的物種？ 18

保育措施的意見 • 最好的保育措施，就是「零方案」，就是不填海造陸，不興建工業區與工業港。 – 保留生態廊道，以及活動的空間，且也可避免因為抽砂與填海工程的傷害，以及免除因為工業區與港口引發的污染。 • 劃設「海洋保護區」，重點是在杜絕來自陸地與溪流污染，減少海岸的開發，以及讓當地漁民可因保育白海豚，而有經濟利益。(保育在地化) 19

J. of Animal Ecology 75:862-874. • 按 Parra (2006)相關中華白海豚的空間使用與棲息研究報告， – 白海豚可能要面對海中的掠食者，包含虎鯊 (Galeocerdo cuvier)。活動的空間，相當侷限。 – 白海豚是機會廣食性(opportunistic-generalist feeders)，食性很廣。 – 因此，保育白海豚的生存，重點在於棲息活動地區的保護。 20

• 海岸工業開發，已經過多。 • 中華白海豚，已經是非常瀕危。族群數量很尐，被切割，受污染傷害。接近滅絕。 • 為自己，以及未來子孫，留些未開發的海岸。 22

Precautionary principle (禁漏原則) UNESCO (2005) the Precautionary Principle. • 保育「非常瀕危」物種，中華白海豚，必要採取「禁漏原則」。 – 設置「海域保護區」：按白海豚目前分布區域劃定。同時，保留彰化西南角海岸，作為「海岸保護區」。 – 任何可能影響白海豚的開發或人為舉動，都需要事先提出沒有影響，且可被接受公評的證據。 23
