A concept for the next generation of the National Spatial Data Infrastructure that will aid us in re-powering our economy, making the renewal of our Grey Infrastructure more efficient, while preserving our Green Infrastructure and protecting our environment.         • Leverages NSDI, EPA Exchange Network, GeoWeb technologies, and OGC standards
      • Information maintained locally, closest-to-source, and then shared with the Nation through online services

      • Provides resource to preserve Green Infrastructure while renewing Grey Infrastructure

      • Promotes the use of Federal grant funding to help build a sustainable ecosystem of “ Community Owned and Operated ” software
      • Promotes collaborative development partnership by State(s)/Tribe(s) with both the Open Source Geospatial & the EN vendor communities.

      • Geospatial and Environmental data are vital National information resources and should remain freely and easily accessible by all
      • Maintained locally, closet-to-source by authoritative data stewards: States, Tribes and Local Govs

      • Most Env. data has a spatial component
      • Location Really Does Matter , especially when performing environmental analysis & modeling

      • Climate Change, Energy Policy and Ecosystem Service concerns part of “standard planning” process

      • Unique ability to transform data in many formats to a single community schema. Integrating data at the State level from Local Gov sources need this functionality just as much as the Federal Gov needs to aggregate State data in common formats

      • Partners : NC DENR, Eastern Band Of Cherokee Nation, NC Property Mappers Association, NC State Mapping Advisory Committee (SMAC), NC Secretary of State’s Land Records Management Office.
      • Advisor from FDGC Cadastral Data Standards Working Group ( Nancy Von Meyer)

      • Goals for InCLUDE:
      • GeoRSS GML or GML Simple Features Level 2 schema that aligns with FDGC Cadastral Framework data standard
      • Open Source desktop Node Client tool for Local Govs with easy to use data mapping wizard, accomodates most common parcel data formats.
      • Transform local parcel & land use data to common schema, quarterly uploads to NC Node.

      • Leverages existing FOSS4G tools: GDAL, OGR, FDO, Proj4, etc.
      • Schema mapper generic enough to be used with other datasets and other community schema.
      • Provide way for Local Govs to provide spatial and environmental data to State Nodes without burden of maintaining their own Node
