  • 5. Parliamentarians’ Resource Center: The Beginning
    • Services Started in February 2005
    • Located in the Parliamentarian Lodges
    • Established under (USAID) Pakistan Legislative Strengthening Project (PLSP).
    • One full-time and one part-time staff
    • Open 9 am- 10 pm, six days/week
  • 6. Goals of the PRC
    • To provide friendly and pleasant environment for MPs and Senators to prepare the legislative work
    • To provide access to communication and research tools to Parliamentarians’
    • To provide basic support to MPs
    • To make bridge with the NA, Senate and provincial assembly library staff.
    • Provide help in capacity building of parliamentarians’

    • In 2007 National Assembly completed its tenure.
    • In February 2008 a new National Assembly was elected.
    • started work to increase the numbers of visitors.
    • various Marketing tools
    • PRC also drafted a work plan how we can serve them better.
    • We made a strategic plan
    • We increased the working hours to Midnight 7 days/week
    • PRC got good number of visitors especially in June (budget month).

    • Language courses
    • Computer trainings
    • Retrieval of information and current affairs from internet
    • Reference services
    • Help in understating budget with the comparison of previous years
    • Help in post-budget discussions on the floor of house
    • Assistance in their legislative work
    • Services available past midnight

    • Congratulation letters were sent to each MNA’s lodge
    • Introductory Package including PRC brochure, one-pagers on legislative practice were delivered at the Oath-taking ceremony of National Assembly of Pakistan
    • Orientation for MP’s groups of 8-10
    • Parliamentarians Feed back
    • Placement of mailbox / notice pad at lodge doors
  • 13. Results of Marketing Tools & Strategic plan
    • Brochure and calendar created an image of PRC as service-oriented office
    • MPs are remembering PRC services
    • Congratulation letters created a good first impression of PRC for MPs
    • MPs like to work in the PRC relaxed and friendly environment
    • Conference Room is convenient for conducting meetings
    • PRC extended timings are greatly appreciated
  • 14. Success Stories and Achievements
    • One Senator mentioned PRC name and services in a Higher Education Summit for Global Development in Washington, D.C., on April 29-30, 2008.
    • MPs wrote articles in Newspapers
    • 5 MNAs completed English language Course
    • MP’s proficiency in internet surfing, browsing and in retrieving information from different online resources
    • MPs use Reference services facility by using cell phone black berries and during meetings
    • Acknowledgment letters from MP’s
  • 15. PRC TODAY
    • Parliamentarians’ Resource Center timings are 15/7 can extend past midnight on request by any MNA or Senator
    • Staffing:
    • Manager: Masters in Library and Information Sciences with experience in librarianship
    • 2 Assistants - MBAs
    • 1 Assistant - LLM
    • 1 Assistant - Master degree in Journalism.
    • Trainers and facilitators for computer and language courses
  • 16. Librarian Working Group
      • PLSP has conducted 8 meetings of Librarian working group
      • The members of Librarian working group
        • Librarian of PRC
        • National Assembly, Senate
        • Four Provincial Assemblies of Pakistan
        • Main function: “To make coordination with each other and resolving similar problems by discussions”.
      • Agreed - no proper software for their respective Libraries
      • KOHA first open-source Integrated Library System (ILS)
      • PLSP hired a consultant for software implementation and customization
      • PRC the customized software and helped to train provincial assembly librarians
  • 17. PRC NETWORK
      • Now Resource Centers have also been established in the four provincial assemblies in Pakistan
      • Innovations:
      • Digitization Projects
      • Software Development
      • Assistance in preparation of publications
      • MPs and Senators have access to the Provincial Assembly Facilities when they are in their districts
