MemoTo: Principal Connie McCrary, Little Mill Middle SchoolFrom: Bobbie Keenan, Media SpecialistDate: October 27, 2011Subject: Media Center EvaluationThis memo is to inform the administration of Little Mill Middle School of the results an evaluation ofthe Little Mill Middle School Media Center. The evaluation was conducted using the Georgia DOELibrary Media Program Self-Evaluation Rubric. There are five specifically defined categories onrubric: student achievement and instruction, staffing, facilities, access, and resources,administrative support, and staff development. Each category and its separate indicators are scoredaccording to three levels of proficiency: basic, proficient, and exemplary. A brief action plan for anycategory that scored basic or proficient has been provided as a means to improve to exemplarystatus in the future.Category 1: Student Achievement and InstructionThe Student Achievement and Instruction category has six indicators. The first indicator evaluateshow Information Literacy Standards, are integrated into content instruction and AASL Standardsfor the 21st-Century Learner are integrated into content instruction. The media center received anexemplary rating in this area.The second indicator in this category evaluates the occurrence of collaborative planning betweenthe Library Media Specialists and teachers to ensure use of library media center resources thatsupport on-going classroom instruction and implementation of state curriculum and the GeorgiaPerformance Standards. The media center received an exemplary rating in this area.The third indicator requires that the professional library media staff is engaged in active teachingrole/s. The media center received an exemplary rating in this area.The fourth indicator requires that the library media center resources encourage and supportreading, viewing, and listening. The media center received an exemplary rating in this area.The fifth indicator requires that the media center provide services to students who have diverselearning abilities, styles, and needs. The media center received an exemplary rating in this area.The final indicator in this category demands that student achievement is routinely assessed. Themedia center received an exemplary rating in this area.Category 2: StaffingThere are two indicators in the category of Staffing. The first indicator requires that If less thanbase size: A school system shall provide no less than half-time services of a Library Media Specialist
  2. 2. for each school less than base size and shall provide adult supervision in the library media centerfor the entire instructional day. The media center received an exemplary rating in this area.The second indicator requires that if base size or larger: A school system shall employ a fulltimeLibrary Media Specialist for each base size school or larger. The media center received anexemplary rating in this area.Category 3: Facilities, Access, and ResourcesThere are six indicators in this category. The first indicator maintains that there shall be a plan forflexibly scheduled library media center access for students and teachers in groups or as individualssimultaneously throughout each instructional day. Accessibility shall refer to the facility, the staff,and the resources and shall be based on instructional need. The media center received anexemplary rating in this area.The second indicator requires that the school library media center meet certain square footagerequirements based on FTE. The media center received an exemplary rating in this area.The third indicator requires that streaming video is used throughout the school to support thecurriculum. Interactive whiteboards and computers are used for teaching and learning throughoutthe school. A central electronic media distribution system is also available. The media centerreceived an exemplary rating in this area.The fourth indicator demands that print and non-print resources and access to online informationare basic to a library media program. A school network is effective for delivering media resourcesto the classroom and beyond. Multiple computers are available for student access to onlineresources that enhance instruction. The media center received an exemplary rating in this area.The fifth indicator requires that all library media resources are managed for maximum efficient use.The library media center has an electronic online public access catalog (OPAC). Funds foracquisition of computers are utilized to implement the goals/objectives set forth in the SystemThree-Year Technology Plan 1999 – 2002 or in the System Comprehensive School ImprovementPlan. The media center received an exemplary rating in this area.The sixth indicator states that one of the national educational technology goals states: “Effectiveand engaging software and on-line resources will be an integral part of every school’s curriculum.”The GALILEO on-line service provides Georgia students and teachers access to exceptional on-lineresources at no cost to the local school district. Searches performed in GALILEO databases willexceed one million annually and the number of full content items viewed will exceed one millionannually. The media center received a proficient rating in this area. While the media center staffdoes give instruction and promotes the use of GALILEO, we do not believe it was sufficient enoughto achieve an exemplary rating. The media staff plans to conduct staff development classes for thefaculty and staff to further encourage the use of GALILEO as a research tool for all grades levels andacross the content areas.Category 4 - Administrative Support
  3. 3. There are five indicators in this category. The first indicator states the local system superintendentshall appoint a system media contact person (SMCP) to serve as a liaison to the department. Themedia center received an exemplary rating in this area.The second indicator requires that administrative staff support at both the school and district levelsis essential for the development of a strong library media program. The media center received anexemplary rating in this area.The third indicator states that each local board of education shall adopt a library media policy thatprovides for the establishment of a media committee at the system level and at each school. Alibrary media committee makes recommendations and decisions relating to planning, operation,evaluation, and improvement of the library media program. This committee shall annually evaluatelibrary media services and develop a multi-year media plan for budget services and priorities. Themedia center received an exemplary rating in this area.The fourth indicator demands that the Local Board approved library media policy is current. Thispolicy requires development of procedures for the school system and for selecting materials locally,handling requests for reconsideration of materials, considering gifts of instructional resources,using non-school owned materials, and complying with the copyright law. The media centerreceived an exemplary rating in this area.The fifth indicator requires that each local school system shall spend 100 percent of the fundsdesignated for library media center. The media center received an exemplary rating in this area.Category 5 - Staff DevelopmentThere is one indicator for this category. The indicator demands that staff developmentopportunities are available both for the library media staff to enhance their own professionalknowledge and for the library media staff to provide information and technology literacy skills toother teachers and administrative staff. Professional resources and services for all faculty membersare provided in the library media center for the "learning community". The media center receivedan exemplary rating in this area.In summary, the media center received exemplary ratings in all areas except one. The media centerreceived a proficient rating in Category 3 in regards to the use of GALILEO. It is the goal of themedia center to improve this area and achieve an exemplary rating in the future.
