2. Introduction
 With a background in migration (both emigration and
immigration patterns) and family planning, Bill Ryerson is the
founder and president of the Population Media Center (PMC),
which produces entertainment-education programming to
facilitate social change in developing regions. Bill Ryerson
balances his work at PMC and his work in the areas of
population, emigration and immigration with his role as the
CEO of the Population Institute, an international nonprofit that
supports gender equity and access to family planning services.
The Population Institute recently issued a news release to
publicize that the House Appropriations Committee passed a
State-Foreign Operations appropriations bill that will drastically
decrease the global family planning budget.

3. International Family Planning
 Approved for fiscal year 2016, the bill contains provisions
that could have a widespread negative impact on
reproductive health programs around the world. The
committee approved a $150 million reduction in funds for
reproductive health and family planning initiatives,
designating $461 million of the $47.8 billion bill to these
programs in the future.
According to the Population Institute article, the bill also
eradicates all financial aid for the United Nations
Population Fund (UNFPA) while reinstating the Global
Gag Rule that prohibits funding for international family
planning providers that endorse abortion rights.
