the City is embarking on a major update to the long range, comprehensive plan for Central Portland
a lot has changed since the last inventory of land uses was conducted in 1985
we can’t effectively plan the for the future without knowing where we are today
more detail (current) is better when working at a fine grain like the Central City Plan District
why? 1988 2010?

no readily available data sources on detailed land use – assessors data notoriously poor
previous land use inventories of the Central City were painstakingly hand-written data books
great information – really hard to use, and not very flexible

2D maps are limited in their ability to capture multi-story and increasingly mixed use land use environments
they rely on “predominant” land uses or ground floor uses, but are not able to convey the richness of the dense, urban landscape
1985 Inventory why?

Central Portland is not a 2D environment
wouldn’t the inventory be better if we could do it in 3D?
wouldn’t it be even better if using the 3D technology and model would make it easier/faster/more accurate?
why?

complexity of uses in newer buildings requires a “vertical” inventory of land use
why?

originally developed in 2000
initially limited to central city area; recently expanded to the Portland region
heights derived primarily from LiDAR data; building location and shape from permits, LiDAR, and aerials
currently model about 600,000 buildings

focus has been on developing a model useful for both visualization and analytical purposes
simple GIS-based model easy to use, edit, and distribute
contains both geometry and attributes
each building has a unique ID

slowly moving forward with a project that would require 3D building models be submitted as part of the permitting process
information collected at the time or permitting will be stored in a database tied to the 3D model by a unique building ID

inventory GIS model is an extension of Portland’s “development capacity analysis” GIS model
capacity model uses 3D building model to estimate existing building square footage and compare it with what’s allowed
used to identify parcels with high redevelopment potential

AML-based model runs in ArcInfo Workstation
splits 3D building model into individual floors using assumptions about average floor-to-floor heights for different uses
each floor of each building becomes an individual feature in the output dataset
assigns % of one or more use to each floor, then calculates square footage of each use based on total floor area
flags buildings that do not jive with the model assumptions (for further review)

keeping the model current – major new projects can be added, use changes to existing buildings over time will not
