MASTER PLAN FOR TOURISM  DEVELOPMENT  KUCHCHAWELI  TOWN   URBAN DEVELOPMENT AUTHORITY, CENTRAL PROVINCIAL OFFICE, KANDY. 16 TH   SEPTEMBER 2009
INTRODUCTION * Preparation of a Master Plan for Tourism Development in Kuchchaweli Area was handed over to U.D.A. on 17 th  August  2009 by the Sri Lanka Tourism Development Authority. * The Plan was prepared within one month, as there were number of investors awaiting for immediate implementation of their hotel projects. * The first meeting was held with the District Secretary of Trincomalee on 19 th  August 2009, as he was the key person who is  in-charge of the Trincomalee District. * The 1 st  field visit of U.D.A., Sri Lanka Tourism Development Authority, Divisional Secretary of Kuchcaweli, Land Officer of Kuchchaweli Pradeshiya Sabha was held on 20 th , 21 st , & 22 nd  of August, 2009. * Interviews were held with the Divisional Forest Officer, Director of Wild Life Department, Water Supply & Drainage Board, Archaeology Department, Pradeshiya Sabha, Dept. of Census & Statistics and other relevant key organizations.

The Climate, Location & Land Use The Eastern Province, “The province of the rising sun  of Sri Lanka” comprising the districts of Trincomalee, Batticaloa and Ampara covering an area of 10,000 sq.km of which the Trincomalee District is 2727 sq.km. Kuchchaweli, the longest coastal belt of Trincomalee, with a length of 40km  is enriched with attractive coastal topographical features.  The land area is 438 sq.km of which 62% is under forest & scrub and 14% inland water. The tropical climate with the average temperature of  28.5 0  C Rainfall 1580.2mm.

Objectives * To promote sustainable tourism development which integrates economic,environmental and socio- cultural objectives  of all stake holders * To enhance the Sri  Lankan image in the international sphere to attract the discerning  visitors who respect the local culture and the nature * Use of alternative power, recycling of water, harnessing of water to be encouraged.  * Uplifting the physical quality of life of people living in the Kuchchaweli G.N. Coast Conservation Department’s Zoning for sustainable Development of the Coastal Zone ZONE II  -  To be free of any construction 1. Temperature of the sand during the day time 2. Limited  Nos of  visitors / avoid over crowding. (threshold limit) 3. Public  Access  No private enclosures. 4. No spillage of oil from Motor boats etc. ZONE I  -  SEA 1. Water temperature 2. Ecology (sea weeds, shell fish etc) 3. Pollution 4. Wave  Action 5. Possible attractions (Islands , fauna & flora) ZONE III 1. No distraction  of existing vegetation 2. Fauna & Flora ground cover 3. No straight foot paths to be developed 4. Conserve  existing coastal vegetation  ZONE  IV 1. Construction allowed 2. Not to allow visual barriers ie – raised high parapet walls. 3. Low density tsunami proof buildings to be constructed

CONCEPT Creating a green spine by acquiring  the area on the landward side of the road Design Guide lines * Coastal reservation 50 to 65m from the vegetation line. * A “Bio shield” is proposed within the reservation. * No boundary walls are allowed,instead use of hedges & live fences are  encouraged. * A private walk way is proposed  between the hotel premises and the bio shield. * The building heights could vary from single storey to 3 stories making a  hump effect between the beach and the land side. * Maximum no. of rooms per acre is 10 and the foot print to be 25% of the land. * Internal road parallel to the main highway will provide access to the tourism area. * Bicycle tracks and pedestrian tracks will be provided on either side of the highway. * A green belt with 2 lines of palmyrah trees will be provided on either side of the highway and one line each on either side of the parallel road.
Public Area Approx. 140 acres of land is available  for public activities, comprising the following * Wayside shops with parking area. * Shopping mall including Post Office, Internet facilities, Restaurants, Banks,tea centre etc. * Sri Lanka Tourism Development Authority Office & Information Centre. * Medical Centre * Tourist Police * Sports Complex * Art Gallery / Performing Art Centre/ Convention  centre * Aquarium * Life guard Units * Changing rooms / Wash rooms * Public, Vehicle Park,heli pad
* Driver’s waiting area * Picnic area * Bicycle hiring Centre * Play areas * Extended public area towards the sea comprising  pier boat  mooring facilities, sea plane jetty etc. * Public utilities area : water tank,sewage treatment plant etc. Additional  facilities * The present fishing areas are reserved for fisheries activities as tourists attractions. * Rowing and other water sports activities will be allowed in the lagoon of Irakkandi * Golf course to be developed closer to voice of Germany. (Existing Scrub land) * Cycle tracks through the green area ,forest and around the proposed saltern to be developed with requisite facilities.

GUIDELINES FOR CONSERVATION OF HISTORICAL AREAS *  Declare the meats and bounds of the sacred area identified and gazette those as Sacred Area. * Threshold limits to be established to preserve the Archaeologically important sites. * Limited visitor access to the sites to be introduced with limited developments * Educate Tourists, on food habits, Disposed of waste etc within the site * Avoid sound pollution * Prohibit souvenir collections from the moment sites, educate locals and foreign tourists. * Limit Bill Boards & hoardings, erection of Telecom Towers in the site or vicinity of the site * Restrict neo-signs * Introduce security and surveillance in the area

  • 1. MASTER PLAN FOR TOURISM DEVELOPMENT KUCHCHAWELI TOWN URBAN DEVELOPMENT AUTHORITY, CENTRAL PROVINCIAL OFFICE, KANDY. 16 TH SEPTEMBER 2009
  • 2. INTRODUCTION * Preparation of a Master Plan for Tourism Development in Kuchchaweli Area was handed over to U.D.A. on 17 th August 2009 by the Sri Lanka Tourism Development Authority. * The Plan was prepared within one month, as there were number of investors awaiting for immediate implementation of their hotel projects. * The first meeting was held with the District Secretary of Trincomalee on 19 th August 2009, as he was the key person who is in-charge of the Trincomalee District. * The 1 st field visit of U.D.A., Sri Lanka Tourism Development Authority, Divisional Secretary of Kuchcaweli, Land Officer of Kuchchaweli Pradeshiya Sabha was held on 20 th , 21 st , & 22 nd of August, 2009. * Interviews were held with the Divisional Forest Officer, Director of Wild Life Department, Water Supply & Drainage Board, Archaeology Department, Pradeshiya Sabha, Dept. of Census & Statistics and other relevant key organizations.

The Climate, Location & Land Use The Eastern Province, “The province of the rising sun of Sri Lanka” comprising the districts of Trincomalee, Batticaloa and Ampara covering an area of 10,000 sq.km of which the Trincomalee District is 2727 sq.km. Kuchchaweli, the longest coastal belt of Trincomalee, with a length of 40km is enriched with attractive coastal topographical features. The land area is 438 sq.km of which 62% is under forest & scrub and 14% inland water. The tropical climate with the average temperature of 28.5 0 C Rainfall 1580.2mm.

Low density tsunami proof buildings to be constructed

CONCEPT Creating a green spine by acquiring the area on the landward side of the road Design Guide lines * Coastal reservation 50 to 65m from the vegetation line. * A “Bio shield” is proposed within the reservation. * No boundary walls are allowed,instead use of hedges & live fences are encouraged. * A private walk way is proposed between the hotel premises and the bio shield. * The building heights could vary from single storey to 3 stories making a hump effect between the beach and the land side. * Maximum no. of rooms per acre is 10 and the foot print to be 25% of the land. * Internal road parallel to the main highway will provide access to the tourism area. * Bicycle tracks and pedestrian tracks will be provided on either side of the highway. * A green belt with 2 lines of palmyrah trees will be provided on either side of the highway and one line each on either side of the parallel road.

(Existing Scrub land) * Cycle tracks through the green area ,forest and around the proposed saltern to be developed with requisite facilities.
