IDHAE Observatoire sans frontières des violations des droits de la défense et des droits de l’homme des avocats dans le monde Au service des avocats depuis 1984 APPEL URGENT SYRIE 10 décembre 2013 Razan Zeitouneh et Nazem Hamadi enlevés dans le secteur de Douma, près de Damas par des assaillants inconnus Le 10 décembre au matin, dans le secteur de Douma, dans la banlieue de Damas, des hommes masqués ont fait irruption dans les locaux du Centre de documentation des violations (CVC), qui est rattaché aux comités locaux de coordination (CLC) – un réseau de militants qui tient la comptabilité de la répression en Syrie, dans un secteur contrôlé par les rebelles mais assiégé par les troupes du régime. Razan Zeitouneh, (Voir 120 avocats 2011)a été enlevée en compagnie de son mari, Waël Hamada, ainsi que de l’avocat et poète syrien, Nazem Hamadi et de de Samira Khalil, l'épouse de Yassin Haj Saleh, l'un des principaux théoriciens de la révolution. L'enlèvement a eu lieu dans la Ghouta orientale, un secteur à l'est de la capitale, contrôlé par les rebelles mais assiégé par les forces gouvernementales. Selon les CLC, en l'absence de revendication, les soupçons se portent sur les groupes armés djihadistes qui pullulent dans la région, comme l'Etat islamique en Irak et au Levant (EIIL). Les Comités locaux de coordination - CLC ont appelé les ravisseurs à libérer immédiatement et sans condition les militants. Condamnant fermement l'enlèvement, ils ont souligné que leurs auteurs seraient tenus "directement pour responsables de tout ce qui pourrait (leur) arriver".
  2. 2. Agée de 36 ans, avocate de formation, Razan Zeitouneh était spécialisée avant la révolution dans la défense des prisonniers politiques. Elle avait fondé en 2001, l'Association pour les droits de l’Homme en Syrie, et elle a été l'un des premiers militants du soulèvement populaire lancé en mars 2011 contre le régime de Bachar al-Assad. Devenue une figure de la lutte pour une Syrie laïque et démocratique, elle travaille depuis activement au sein des comités locaux de coordination (CLC) . Selon l'Observatoire syrien des droits de l'Homme (OSDH), plus de 126 000 personnes ont été tuées depuis mars 2011. AGISSEZ IMMEDIATEMENT URGENT APPEAL SYRIA 10 December 2013 Razan Zeitouneh and Nazem Hamadi abducted in the Damascus suburb of Douma by unknown individuals On 10 December 2013, an unknown armed group raided on the office of the Violations Documentation Center, based in a suburb of Damascus. Razan Zeitouneh, her husband Wael Hamada, but also a lawyer and poet, Nazem Hammadi, and Samira Khalil, all human rights defenders working at the Violations Documentation Center (VDC) in rural Damascus, had been abducted on from a joint office for the Violations Documentation Center (VDC) and the Local Development and Small Projects Support (LDSPS) in the Damascus suburb of Douma, part of Eastern Ghouta, an area under the control of a number of armed opposition groups that is being besieged by government forces.
  3. 3. Razan Zeitouneh, Wael Hamada, Samira Khalil, and Nazem Hammadi had been documenting abuses by all sides in Syria, at the VDC, which Razan founded. She also co-founded the Local Coordination Committees (LCC), a network of civilian local groups that organizes and reports on protests, and the Local Development and Small Projects Support Office (LDSPS), which aims to help provide basic needs and support medical centers. Her work attracted the wrath – and threats – from both the government and opposition groups alike. Razan Zeitouneh, 36, is a lawyer who mostly represented political prisoners, and won several awards for her human rights work. She has been an outspoken critic of the government of President Bashar Assad since the outset of the rebellion in Syria more than 2 1/2 years ago, and had previously worked on behalf of dissidents. She told interviewers that she went into hiding more than two years ago because of threats from authorities. Razan Zeitouneh is co-founder of the Local Coordination Committees in Syria (LCC) and the Violations Documentation Center (VDC), which documents all human rights violations in Syria. Furthermore, she is co-founder of the ‘local development and small projects support office’ (LDSPS), which provices basic needs and essential services and support to medical and development centres in Syria. It is believed that the arrest and detention of Razan Zeitouneh intended to intimidate her to surrender to the authorities and desist from her human rights work. In this context, I wish to draw to your attention the following Articles of the United Nations Basic Principles on the Role of Lawyers (1990): Article 16 states that: Governments shall ensure that lawyers (a) are able to perform all of their professional functions without intimidation, hindrance, harassment or improper interference; (b) are able to travel and to consult with their clients freely both within their own country and abroad; and (c) shall not suffer, or be threatened with, prosecution or administrative, economics or other sanctions for any action taken in accordance with recognized professional duties, standards and ethics. Furthermore, Article 23 states that: Lawyers like other citizens are entitled to freedom of expression, belief, association and assembly. In particular, they shall have the rights to take part in public discussion of matters concerning the law, the administration of justice and the promotion and protection of human rights and to join or form local, national or international organisations and attend their meetings, without suffering professional restrictions by reason of their lawful action or their membership in a lawful organisation. In exercising these rights, lawyers shall always conduct themselves in accordance with the law and the recognised standards and ethics of the legal profession.
