  • During its 300 year history, Ho Chi Minh City has evolved from a small riverbank settlement north of the Mekong Delta into a thriving metropolis of over 6 million people. Today, Ho Chi Minh City continues to be defined by its relationship with the water. Where the Saigon River once formed an edge of the city, the development of Thu Thiem will transform the river into the heart of the city.
  • In order to ensure that the Thu Thiem New Urban Area is designed and planed as a modern city which keeps pace with any cities in the same region and the world in the 21st Century, the People's Committee of Ho Chi Minh City approved to hold an international contest on the idea of the master plan for the Thu Thiem New Urban Area .
  • Sasaki Associates of Boston, Massachusetts submitted the winning scheme which focused on a sustainable framework of transportation, land use, and public spaces that integrated the site’s existing ecological conditions. In 2004 and 2005, the ICA and Sasaki embarked on a collaborative and detailed design process, including seminars with key stakeholders and agencies, which culminated in the approved 1:2000 Thu Thiem Master Plan and Urban Design Guidelines.
  • In order to clarify and supplement the details of 2005 master plan, since 2008 HCMC People's Committee allowed for partial adjustment zoning planning of 1/2000. Sasaki Company continues to be selected for the proposed combination and the new development strategy of Master Plan approved in in 2005. In June 2012, the partial adjustment zoning Master Plan was approved by the HCMC People's Committee.
  • Key concepts of 2012 Master plan unchanged compared to 2005, including: - Connect the District to the River - Link Thu Thiem to Historic City Center and District 2 Balance Development with Open Space Promote Density and a Compact Urban Form Insure Flexibility and Feasibility to Accommodate Growth and Change
  • The canals and natural and artificial lakes directly connect with the Saigon river, thus maintaining the water flow of the area, preserving the typical features of a watery urban area in the Southern delta and wetland area, facilitating the regulating of tide and flood-control in the residential area during the flood season.
  • A pedestrian bridge will link Melinh Park in the existing city centre to the Central Square as a transition from the urban area of the 19th century to a new one of the 21st century. The Central Square leads to the central Lake, opening up to a vast landscape of the new Urban Area which represents the wish towards a bright future for the city.
  • One of the key goals of Thu Thiem New Urban Project is to create an eco-urban area with lots of open spaces which is considered an vital need for improving the living environment of the existing HCMC.
  • The adjustment effort addresses the following key topics: Integrate the Master Plan updates with infrastructure planning Adjust density, FAR, heights, landmarks, roads and block structure in Core Area Integrate public facilities such as police and firefighting, hospital, Opera House, and a “Children’s Plaza” - Update key “in-process” developments: VIJA Knowledge Park, Thu Thiem Software Park, GS E&C Group project, Eastern Residential Area, Central Plaza, Crescent Park Refine the landscape design, programming of the Central Lake and the plan for the Southern Delta area to balance development and public space
  • Thu Thiem New Urban Area is a commercial, financial, service residential centre which undertakes some functions of which the existing city centre still lacks and is incapable of performing in the future. Thu Thiem New Urban Area covers 657 hectares with expected 145,000 residents and 219,000 working people. The standard land per capita is 45m2. The total floor area for construction is about 7,5 million m2.
  • The Land Use plan has been strategically designed to accommodate larger commercial and commercial mixed-use development in the high density Core Area between the Saigon River and Central Lake. Lower density residential areas are located in the north and central areas, while the southern part of the peninsula is left as an ecological delta with minimal, sensitive development.
  • The Thu Thiem New Urban Area has been divided into eight (8) main functional areas, so-called “Neighborhood”. Each neighborhood is characterized by a distinct mixed-use program and density range, as well as public spaces and key landmark buildings. The “Core Area” of Thu Thiem is divided into two (2) neighborhood known as #1 and #2 (2a, 2b, 2c). The Northern residential areas consist of neighborhood #3 and #4. The residential areas along the Mai Chi Tho Boulevard are shown as #5 and #6 respectively. The neighborhood #7 includes the Eastern Residential development, Urban Resort Hotel and Marina. The neighborhood #8 encompasses the entire Southern Delta area.
  • The Neighborhood #1 belongs to the Northern half of Thu Thiem ’s “Core Area” which is the high density mixed-use central business district. The highest towers clustered along the edge of the Crescent Boulevard and the Central Square, decreasing in height towards the Saigon river and Central lake. The key landmark is the banking and finance center with 50 floors, and public buildings in this area are: an convention & exhibition center connecting to a museum by a pedestrian bridge over the Canal 1, an opera house and planning information center.
  • The Neighborhood #2 is located in the South of the Core Area at Thu Thiem and is an exciting, high density, mixed-use zone of development. This area is actually divided into three zones of development: the zone 2a is situated in the North of the Mai Chi Tho Boulevard, the zone 2b – the Observation Tower Complex, and the zone 2c - the Sports Complex area. Tall towers are aligned along the Crescent Boulevard and the Central Square, with building heights decreasing towards the Saigon river and Central lake. The key landmark and public works in the Neighborhood 2 are the Banking and Finance Building with the height of 50 floors, the Observation Tower Complex with the height of 86 floors…
  • The Neighborhood #3 is a mixed-use residential area that sits along the Northern edge of Thu Thiem under the foot of the existing Thu Thiem bridge 1. The taller mixed-use commercial buildings are allocated along the Crescent Boulevard, transitioning down to lower density residential and civic uses on the Sai Gon river and Central lake. The key landmark and public works are schools and the new Museum across from the Convention & Exhibition Center through the Canal 1.
  • The Neighborhood #4 is a mixed residential area in the North of the Thu Thiem. The high-density commercial buildings concentrated along Crescent Boulevard. The low density residential and public buildings are toward the Saigon river and Ca Tre con Canal. The key landmark and public works are three (3) schools, community facility, local administrative building, fire station and gas station.
  • The Neighborhood #5 includes public facilities in the North and low density residential area in the South of Mai Chi Tho Boulevard with commercial mixed-use develops along North-South road. The key landmark and public works are: the Children ’s Palace (Children’s Museum), the “City Hall” facility, gas station, two (2) schools, community facility and local administrative building.
  • The Neighborhood #6 parallels the Mai Chi Tho Boulevard and adjacent to Ca Tre Canal which is the natural canal of Thu Thiem peninsula. In the North, a residential mix-use area and a new Software Park will be created. Adjacent to the software park is an international hospital which is strategically located for easy and fast accessibility from the Mai Chi Tho Boulevard or from other areas within and beyond Thu Thiem. In the South of the Mai Chi Tho Boulevard, the functional area is comprised of mixed-use commercial blocks along the main corridor, with quieter and lower density residential Neighborhood behind. All parts of the area will be served by public transit, either in the form of buses or internal circulator, or through the nearby underground Metro station which will be located at the hospital and Software Park.
  • The Neighborhood #7 is located in the Easternmost of the Thu Thiem, comprised of a number of uses: The Eastern Residential complex establishes the Eastern gateway to Thu Thiem. This high and mid-rise development completes with its own ground floor retail and civic amenities. An “urban resort hotel” will be a unique particularly immersed into the natural landscape of Thu Thiem. The hotel has a significant design which not only provides a privacy for guests but also highly connects to the rest of the development. A new marina complex is proposed to locate at the intersection where Ca Tre Lon stream meets the Saigon river. Pleasure boats of various sizes will be berthed at this marina as a port for tourist. Surrounding the marina, a mix of dynamic commercial uses are: restaurants, shops, and pavilions.
  • The Neighborhood #8 is the most ecologically sensitive development area at Thu Thiem. For the most part, this area is seen as a zone of enhanced mangrove landscape, dredged and cleaned waterways, and extremely sensitive development that preserves a crucial part of the existing peninsula. In the meantime, three small development areas offer unique opportunities: a resort hotel, an Aquatic Park and Southern Delta Research. It will be critical to design and manage these developments in a sustainable way, ensuring that the Southern Delta can be improved to serve its new purpose for Thu Thiem and the City as a whole.
