    1. 1. CHILD CARE FROM GLOBAL PERSPECTIVE Australia

History <ul><li>1890s,Froebel and Pestalozzi are led the movement to pioneer ECEC in Australia </li></ul><ul><li>Gowrie was established in Erskineville in 1940 as a kindergarten. </li></ul><ul><li>The objective of the program was to test and demonstrate methods of care and education of young children. </li></ul><ul><li>They have observation booths for child care workers, to see how child development centres should be run within the state </li></ul><ul><li>1984;the Sydney Lady Child centre started as an incorporated company ( a not for profit ) </li></ul><ul><li>1992;with Australian government funding, the national Gowrie program became Early Childhood Australia. </li></ul><ul><li>History of Child Care in Ontario 1881: The Crèche was established by J.L. Hughes in the Toronto public school system (now Victoria Day Care Services) </li></ul>

Child Care Support System <ul><li>In Australia, they have child care benefit like Canada and amount almost same. </li></ul><ul><li>Long Day Care  - Long day care centres usually care for children under school age </li></ul><ul><li>Family Day Care  - Care from own home. </li></ul><ul><li>Pre-school / Kindergarten /  - Pre-school is a planned educational program for children in the years before a child commences school. Children are usually aged between 3 and 5 years of age. </li></ul><ul><li>Occasional Care Services  - Parents use occasional child care for a variety of reasons including casual, shift-work or part-time work, respite care, crisis and emergency care, shopping or attending appointments. </li></ul><ul><li>In Home Care  - In-home care is a flexible form of child care where care is provided in the child's home by an approved carer. </li></ul><ul><li>Child care system in Canada and Australia are almost same. </li></ul>

Philosophy <ul><li>The Child:   Childcare Centers believe that childhood is a magical time and should be respected . </li></ul><ul><li>Staff:   Childcare Centers expect staff to have positive and effective work relationship.  </li></ul><ul><li>Families:   All family are always welcome. </li></ul><ul><li>Australia and Canada both believe the same philosophy but Canada focuses on a multicultural and  diverse community. </li></ul>

Accessibility/Availability <ul><li>In Australia, more and more families with young children are trying to balance parenting and work. </li></ul><ul><li>There is a serious shortage of childcare centers. </li></ul><ul><li>Poor wages and conditions are driving childcare professionals away from the childcare sector and thus jeopardizing the quality of care available to our youngest generation </li></ul><ul><li>Canadian government and Australian government should improve the wages of childcare professionals. </li></ul>

ECE Courses/Training <ul><li>Bachelor of Early Childhood Education (4 years course) </li></ul><ul><li>Courses that are in majors, sub-majors and/or minors </li></ul><ul><li>They need to finished 4 level in order to get a degree </li></ul><ul><li>Canada we have two years Diploma in ECE, but in Australia you have to finished level 4 in order to get a Bachelor certificate. You can get a job by finishing level 1or 2. </li></ul><ul><li>The Department of Education and Early Childhood Development (Victoria) requires all student teachers to hold a current Working With Children Check (WWCC) before being allowed to undertake professional experience placements in education settings in Victoria.  </li></ul>

Role of ECE <ul><li>Open mind, welcomes children from all over the world </li></ul><ul><li>Respectful to children and their family </li></ul><ul><li>Respectful to multicultural and religion </li></ul><ul><li>Children abuse should be noticed and take action </li></ul><ul><li>All children should feel safe here. </li></ul><ul><li>There is no difference in responsibility of ECE with Australia and Canada </li></ul>
