      • Chapter 3. ORGANIZATION
      • 3.2 Airport Operations
      • 3.2.1 Each Contracting State shall require each airport serving international civil aviation to establish and implement a written airport security programme appropriate to meet the requirements of the national civil aviation security programme.

      • 3.2.3 Each Contracting State shall arrange for the establishment
      • of an airport security committee at each airport serving
      • international civil aviation to assist the authority in its role
      • of coordinating the implementation of security controls and
      • procedures as specified in the airport security programme .

      • Chapter 4 ALLOCATION OF RESPONSIBILITIES
      • 4.2 Airport Administration
      • To establish and maintain individual airport Aviation Security Programme detailing the security measures and procedures in place at the airports to ensure its compliance with the national security programme and other government policy matters.
    • PROGRAMME OBJECTIVE
      • To provide direction and guidance for all personnel working at the airport in matters of safety and security in order to safeguard against unlawful acts aimed at persons, terminals, air navigation installations, aircraft and equipment.

      • Pursuant to Condition 5, under airport operating license Section 24A of the CAA 1969
      • Police
      • The primary law enforcement for crisis management and for policing on the landside is the Royal Malaysia Police (PDRM).
      • DCA
      • DCA has the overall responsibility for the development and coordination of the implementation of NCASP
    • AIRPORT SECURITY COMMITTEE
      • Terms of Reference
      • Primarily to coordinate airport security measures.
      • Membership
      • Include representatives from all agencies engaged in the operation of the airport.
      • Chairman
      • The committee will be chaired by Airport Manager.
      • Secretary
      • AVSEC Officer shall act as the meeting secretary
