ESI BPA Background Blanket Purchase Agreements (BPAs) have been established with Accenture LLP (“Accenture”) and other ERP implementation and support services providers capable of responding to the complex requirements placed under the ESI to help meet the DoD Enterprise Resource Program (ERP) mission requirements. The BPA provides for the procurement of the following types of services for COTS software implementations: Configuration Integration Installation Data Conversion Training Testing Object Development Interface Development Business Process Reengineering Project Management Risk Management Quality Assurance Other Professional Services DoD activities, components, and programs will be able to capitalize on the cumulative buying power of and the best practices available through the BPA to acquire ERP integration services. Accenture has structured its services in accordance with certified software implementation methodologies for selected software packages. To enhance project execution and better align performance expectations, we have also defined the duties of the Government in more detail and established acceptance criteria. Accenture has provided a detailed description of the Accenture Delivery Suite (ADS) of methodologies and tools used for the implementation of Oracle, PeopleSoft and SAP software packages. Standardized pricing for each phase, milestone or deliverable has been provided in accordance with a formula based on the varying program sizes or ranges or size (e.g. number of licensed users) or other variables that help categorize future projects into certain pricing categories. In addition to the deliverables based pricing approach discussed above, we have provided to the Government negotiated pricing and streamlined acquisition processes for DoD programs to acquire ERP implementation services using a performance-based pricing formula. Accenture has provided pricing structures and approaches that can be used to tie our compensation to metrics that measure realization of Government operational goals, to be defined in future Government task orders. Accenture has also provided a detailed description of the circumstances in which performance-based pricing applies and the corresponding responsibilities of the Government. Page 3 of 17

The BPA is open for ordering by all Department of Defense (DoD) Components. For the purposes of this agreement, a DoD component is defined as: the Office of the Secretary of Defense (OSD), the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Inspector General of the Department of Defense (DoD IG), the Defense Agencies, the DoD Field Activities, the U. S. Coast Guard, and the Intelligence Community. This BPA is also open to DoD Contractors authorized to order in accordance with the FAR Part 51, DFARS 251 and DFARS 252.251-7000. b. Competition Requirements. The BPA was competitively awarded and is one of five multiple award BPAs established under the GSA Schedule 70 Contract. Task orders must be competed among the five BPA holders in accordance with DFARS 208.404-70 and the fair opportunity provisions found in Section C.1.1 of the BPA. In the placement of Task Orders under this BPA, the Ordering Office is responsible for providing a fair notice of the intent to make a purchase, including a description of the work to be performed and the basis upon which the contracting officer will make the selection, to all five contractors offering the required services under the multiple award BPAs; and to afford all contractors responding to the notice a fair opportunity to submit an offer and have that offer fairly considered. The Ordering Office is responsible for compliance with all competition requirements pertinent to the individual acquisition. DoD Ordering Officers must comply with the ordering procedures specified in FAR 8.404, DFARS 208.404, and GSA’s Ordering Procedures for Services (SIN 132-51) as may be applicable to the task/delivery order being issued. c. Task/Delivery Orders. The scope of this effort is worldwide. Delivery requirements will be stipulated on Task/Delivery Orders. Sample tasks and templates may be found at http://deskbook.dau.mil. Ordering via this BPA is decentralized. Orders are prepared by a Government Ordering Officer (a duly warranted Contracting Officer whose warrant authorizes purchases from the GSA Schedule), in accordance with the terms and conditions of this BPA and the GSA Schedule. Orders may be placed by EDI, credit card, facsimile, on an authorized form such as a Standard Form (SF) 1449 or Department of Defense (DD) Form 1155. d. Security. Any specific security requirements will be addressed in the task orders/delivery orders placed against this BPA. e. Other Direct Costs (ODCs). ODCs consist of materials, hardware, and software that are not priced in the BPA schedule. Such items may only be added to BPA orders for administrative convenience Page 7 of 17

Requirements that include software as an ODC must consider the use of DoD Enterprise Software Agreements in accordance with DFARS 208.7400. 1) GSA Schedule Items. ODCs could consist of materials, hardware, and software that are listed on: 1) the Accenture’s GSA Schedule contract on which this BPA is based, 2) other GSA Schedule contracts of the Accenture, or 3) a teaming partner’s GSA Schedule contract. The Ordering Office retains the responsibility for compliance with FAR 8.404 requirements. 2) Open Market Items. ODCs could consist of materials, hardware, and software that are not on a Federal Supply Schedule contract. An ordering activity contracting officer may add open market items to a Federal Supply Schedule blanket purchase agreement (BPA) or an individual task or delivery order in accordance with FAR 8,401(d), only if: a) All applicable acquisition regulations pertaining to the purchase of the items not on the Federal Supply Schedule have been followed (e.g., publicizing (Part 5), competition requirements (Part 6), acquisition of commercial items (Part 12), contracting methods (Parts 13, 14, and 15), and small business programs (Part 19)) b) The ordering activity contracting officer has determined the price for the items not on the Federal Supply Schedule is fair and reasonable c) The items are clearly labeled on the order as items not on the Federal Supply Schedule; and d) All clauses applicable to items not on the Federal Supply Schedule are included in the order f. Travel. Travel will be reimbursed at cost in accordance with the Joint Travel Regulation (JTR) rate in effect at the time of travel. The Accenture methodology traces its roots back to 1953 with the installation of the first computer for business application at General Electric. Our methodology, utilized for over 50 years, evolves to take advantage of improvements and best of breed practices in the changing ERP Integration space. The latest evolution of our methodology, the Accenture Delivery Suite, released in the fall of 2003 provides more than just methods. The Suite directly supports the delivery of business value. Defined as a domain or area of work, workstreams group together tasks usually performed by a team of people with related skill sets. More specifically, the workstreams include: Project Management – Guides a project to a successful completion. Determines the project work effort and resources; manage risks, issues, quality, scope, and finances; create and maintain project standards; control project work; measure progress; and report status Application - Develop the systems to support the solution. This includes the user interface, content, business logic, and data. Technical Architecture - Develop the execution environment, development environment, and operations environment. Training and Performance Support -Develop the educational, performance support, and communication materials needed to support the use of the solution. 2) Phases. Phases focus on the planning, analysis, design, build, test, and deployment of an application, and serve as a high-level roadmap for an implementation. Phases and associated key deliverables are clearly defined. Deliverables become the exit criteria for the completion of a phase. 3) Exit/Entry Criteria.
