It will reside with the Cams. SCPD library will move out of Civilian Personnel and into AFMA. That is where the requirements are decided.
  • We switch from the direction to planning in this slide. Planning the first quadrant of the Deming circle. Some words to emphasize and explain: Comprehensive Systematic – from beginning to end HH and environment or at the top whatever we do. Reducing the risk to minimum is our goal. Savings in the process – is always best to spend money where we have the most effective in HH &amp; ecological risk reduction. Just because we are spending money does not guarantee us the success in remediation.
  • At this stage the we switch from the Checking to Acting in this slide. Acting is mainly followed by the CMS, Bases and RPMs. The bottom line is ERP-O is the right thing to do.
  • This a simple view of the overall ERP-O process. From initial stages of Preliminary assessment to all the way the site closure, we are looking at the remediation process as a whole. Some of the milestones are Remedy selection, RIP, Response complete and Cleanup complete. We need to consider post-closure care also in to the equation. e.g., when we complete the cleanup, still we need to expend resources for the abandonment of the system, wells, documenting, all requirements for getting the site delisted from the NPL, etc. Figure also shows where the IPO and RPO come in to the overall process. Technical assistance visits are all through the entire process and the ERP-O team can be reached for the entire period of a given project.
  • AFCEE/CMS identify the needs and provide the resources. AFCEE/TDV provides the technical team for recommendations and manage the ERP-O visits. COIF contractors will lead and coordinate the visits and track the recommendations.   • Once we finish the ERP-O, we leave the bases with a set of products. These include several example documents. Even after we leave, we provide access to everyone – especially the RPMs, with the resources posted at ERP-O.ORG website.
  • The System Inventory portion of the Environmental Decision Information Tracking Tool is the only Air Force database that has remediation system information, including cost and performance highlights. Population of the database is mandated by the Air Force Remedial Process Optimization policy that was finalized in March of 2005. Most recently, the database has been updated to include an overview of emerging contaminants, site exit strategies, decision document criteria, and land use controls/institutional controls. The information that is collected focuses on key program management areas. This provides perspective on the various systems in operation and their corresponding performance; as well as incorporating capital construction costs; system operation and maintenance costs; and legal drivers. It also provides an electronic repository for decision documents.
