Role Profile (HMT) Vacancy Summary Technology Design Job Title: Job Reference: OC001593E Authority Group Information Directorate: CSD Team: Services & Facilities Line Manager Karen Delafield Range: E PSG Career Corporate Services Closing Date: 7th May Grouping: Salary Range £ 43,215 to £48,772 (Permanent/fixed term) About HMT The Treasury is the United Kingdom's economics and finance ministry. It is responsible for formulating and implementing the Government's financial and economic policy. Its aim is to raise the rate of sustainable growth, and achieve rising prosperity and a better quality of life with economic and employment opportunities for all. Information Services (IS) and Facilities team have a challenging and key role at the heart of Government supporting HM Treasury in delivering its strategic objectives. The post-holder reports to Chief Information Officer and is responsible for overseeing the policy and implementation of all technical aspects of ICT security in the organisation. The post-holder will need to interact closely with the Departmental Security Officer to ensure overall security is maintained. In addition to IT security the post holder will also act as the technical design authority for all IT system changes. The post holder is influential in ensuring that the technical of projects comply with the architecture blueprints and gives approval on all technical design decisions There is significant Departmental IT-spend outside of the IS team. The Post holder will be influential in ensuring that the technical requirements of projects comply with the architecture blueprints and provide approval on all technical design decisions. The Post holder will have a small number of direct reports. The post will be based majority of the time in London but will require occasional travel, including working with staff in Norwich.

Job Specification Enterprise Architecture  Develop, maintain and publish an enterprise architecture and a technology blueprint.  Articulate and agree an investment roadmap to achieve technology convergence over an agreed timescale.  Own the blueprint to maximise application integration opportunities, including the retirement strategy for legacy applications.  Ensure that all agreed projects are scoped to maximise opportunities for technology convergence and business application integration.  Track emerging technologies, Integrate new technologies into the blueprint, as appropriate.  Maintains enterprise architecture model; architecture blueprints/plans IT Policies & Standards  Publish and maintain key IT policies.  Publish and maintain technical standards to support the architecture blueprints  Develop policies and standards to underpin the successful delivery of architecture plans.  Create and drive communication of policies and technical standards. Technical Design Authority  Ensure that all technology decisions comply with the IS Strategy and are in line with xGSI standards. Own and approve all technical design decisions throughout the Department. Reviews and approves proposed technical designs to ensure alignment with enterprise architecture  Ensures that the architecture plans that underpin the infrastructure for IT Disaster Recovery (DR) are appropriate, resilient and robust. Quality assures technology elements of DR tests.  Drives technology awareness within the team and across Treasury, works on behalf of the Chief Information Officer to ensure cross- government initiatives are delivered within HMT IT Governance  Security accredits all new and existing ICT systems;  Monitors and approves the implementation of hardware and software changes and enhancements to ensure that design rules and security standards are not breached and, as appropriate, ensures that design and security implications are considered at Change Control Committees.
  • 3. IT Security  Ensures Departmental networks are compliant with the requirements of the Security Services  Manage liaison with HMT and Central Government Security Officers and agencies. Provides technology design and security advice to the ICT staff and ICT system users  Reports to DSO and, where appropriate, other business related areas, on any perceived changes in threat, infringements and vulnerabilities that may come to light;  Prepares security reports and arranges security surveys.  Works closely with CSIA and CESG to ensure the Department is following the latest advice on data handling and information assurance.
