Sift together the flour, baking powder, baking soda,
remaining 2 tablespoons sugar, and salt in a medium bowl.
Add heavy cream and mix until just combined. Place
mixture in an ungreased 8-inch square pan and bake until
golden, 18 to 20 minutes.
In a medium bowl, cream together the sugar and butter.
Beat in the eggs, one at a time, then stir in the vanilla.
Combine flour and baking powder, add to the creamed
mixture and mix well. Finally stir in the milk until batter is
smooth. Pour or spoon batter into the prepared pan.
